Operation IMPACT Investigation and Raids Result In Arrest of Two Suspects

and Recovery of Stolen Property and Drugs

 

According to Lieutenant Timothy P. O’Neill of the New Hartford Police Department, they along with, New York State Police, Oneida County Sheriff Office, Utica Police Department, and the Oneida County Drug Task Force, executed three search warrants regarding person(s) involved in an ongoing criminal enterprise in which they knowingly bought stolen property, then sold, possessed and distributed the stolen property. The raids which occurred simultaneously at all three location, were the result of a month long investigation Coordinated by the New Hartford Police Department’s under the auspices of the Operation IMPACT.

 

Operation IMPACT is New York State’s comprehensive crime fighting program. It supports the development of local infrastructures to achieve and sustain long-term crime reduction in the 17 counties that report more than 80 percent of the crime outside of New York City.  Since the program began in 2004, much progress has been made in developing and implementing collaborative crime reduction strategies targeting specific crimes, building active local partnerships, incorporating the use of timely accurate crime data and crime analysis, expanding the collection and use of criminal intelligence, and the sharing of intelligence and information among participating agencies. Oneida County is one of 17 Counties designated an Operation IMPACT site. The Oneida County District Attorney’s Office administers the program and works in partnership with the Utica Police Department, New Hartford Police Department, the Oneida County Sheriff’s Office, and the New York State Police, in conducting the IMPACT funded operations.

 

Raid #1) Location: Laura's Diner, 1155 Mohawk St., Utica, NY.

Raid #2) Location: 8266 Seneca Turnpike, New Hartford, NY

Raid #3) Location: 1543 St. Vincent St., Utica, NY

Property Seized: Gambling Records, 3,960 Lottery Pull Tabs, 154 boxes of Aspirin, 182 boxes of razor blades, 17 sticks of deodorant, 11 DVD's, 5 pieces of jewelry, 1 Coach purse, 39 bottles of perfume/cologne, 27 packs of batteries, 18 pieces of clothing, 264 tablets of Hydrocodone, 1 Troy-Bilt Snowblower, and 1 leaf blower. A quantity of marihuana and marihuana paraphernalia, were also seized.

Arrested:

                      Martin W. Kasperek 06/28/1940

Charges:      PL 225.15 sub 1 - Possession of Gambling Records 2nd (A/M)

                      PL 225.20 sub 2 - Possession of Gambling Records 1st (E/F)

                      PL 165.45 sub 1 - Criminal Possession of Stolen Property 4th (E/F)

                      PL 220.16 sub 1 - Criminal Possession of a Controlled Substance 3rd (B/F)

Kasperek was also charged with violating his parole. Kasperek was arraigned in Utica City Court and remanded to the Oneida County Jail without bail.

Charges:    PL 221.05 Unlawful Possession of Marihuana (U/V)

                    PL 165.40 Criminal Possession of Stolen Property 5th (A/M)

   

Dubyna was issued an Appearance Ticket and released; his charges are returnable in New Hartford Town Court on Tuesday, February 20, 2007, at 2:30 PM.

In total over two thousand dollars worth of stolen property was recovered during these raids.
