A Message to the Residents of New Hartford (11-01-06)

Re:  2007 Budget & Bonding 

As a taxpayer, you are entitled to answers.  This administration is eager to discuss your concerns at any time.  We want you to be confident in the voting decisions that elected this Board.  Our current Board is made up of a wealth of management backgrounds – business, insurance, utilities, engineering and manufacturing – a combination relatively new to New Hartford Town government.  We have spent the better part of this year making inroads to keeping costs to a minimum while improving employee and taxpayer confidence.  We have a long way to go, but we are committed to continuously improving.   

The Town Board, as representatives of the taxpayers of New Hartford, is obligated to be fiscally prudent.   We are constantly looking for ways to make taxpayer dollars go further while holding the line on taxes.    This year our efforts include using a grant writer to research grant sources and apply for previously unused funds, partnering with the Village, School District and other local municipalities to reduce costs, and developing ways to improve services for an expanding population. 

Bonding for equipment, improvements and projects that that have an extended life expectancy is another way of making your tax dollars go further.  In any given year, Town residents should not pay 100% of the cost of equipment, improvements, or projects that have a life expectancy of 10, 15, 25 or even 40 years when the usefulness or benefit is multi-year and may even extend into future generations. We believe the population growth, along with future economic development, can help to share in the cost of these multi-year benefit investments. 

After much thought provoking discussion, resident surveys, and a review of our current debt service level, this administration has proposed to bond for long term investments.  The following presentation highlights these areas as well as a summary of the 2007 tentative Town budget as presented at the 11/1/06 Public Hearing at Butler Hall.  

As a final note, we would like to remind you that we welcome your input.  Our ‘Meet and Greet’ sessions and Board Meetings within individual Wards are just part of our efforts to reach more taxpayers in your own neighborhoods.   We also are committed to giving improved information via our website, staff meetings, and increased public messages on key issues.  Please feel free to contact us on an individual basis using the link below.
