Local Man Arrested For Public Lewdness

A New Hartford man was arrested Friday morning for Public Lewdness following several incidents in the Town of New Hartford. According to Patrolman J. M. Spinella of the New Hartford Police Department, a week long investigation lead to the subsequent arrest of Matthew R. Harrad, age 27 of New Hartford. 

On Monday, June 7th, 2010, at about 6:00 in the morning, it was reported that a male was standing near his vehicle in a parking lot on Oneida Street.  As the male was standing near his vehicle he was observed masturbating as female joggers ran by his location.  Based on the information received from the victim, New Hartford Police officers staked out multiple locations where this activity had occurred previously as reported by the victim.  On today’s date, the suspect was observed at 3 different locations in close proximity to the female joggers, at the location on Oneida Street the suspect was observed by police engaging in the act of masturbation as a female jogger passed by.  The suspect was immediately taken into custody by the New Hartford Police Department.  The male was identified to the officers as Harrad.  Harrad stated that he has conducted himself in this manner several times before these two incidents.

Harrad was taken to the New Hartford Police Department following the incident.  Harrad was charged with two counts of Public Lewdness, which are both class B Misdemeanors.  Harrad was arraigned in the Town of New Hartford Court in front of Judge VanSlyke.  Harrad was committed to the Oneida County Jail in lieu of $400.00 dollars.
