Two Arrested After Drug Raid

House Condemned

 

 

Members of the New Hartford Police Department, the Oneida County Drug Task Force, and the Utica/New Hartford Emergency Response Team executed a “No-Knock” search warrant at 49 Root Street in New Hartford, resulting in the arrest of two individuals.

According to New Hartford Police Chief Raymond Philo, arrested were New York State Parolee Bryan Bowser, age 21, and his brother, Leifson Bowser, age 24, both of 49 Root Street. They were arrested on two counts of Criminal Possession of a Controlled Substance, and two counts of Criminally Possessing a Hypodermic Needle, after they were found in possession of a quantity of heroin, pharmaceutical pills, hypodermic needles, and narcotic packaging materials. Chief Philo indicated that these arrests concluded a two-month investigation.

 

Police Officers found the house and living conditions so deplorable and unsanitary that the New Hartford Codes Department was called to conduct an immediate inspection. Codes Enforcement Officer Joseph Booth, after conducting the inspection, directed that the house be condemned and ordered it boarded up. According to Booth’s order, the house had “severe electrical, sanitary, and fire codes violations”, and that the house was found “unfit for human occupancy”.

The Bowser’s were both arraigned in front of Judge James Van Slyke and remanded to the Oneida County jail in lieu of bail.

An elderly female who was living at the residence with the Bowser’s was referred to the Oneida County Department of Social Services for medical evaluation.
