Utica Man Charged Following Scheme Investigation 

On October 2, 2009 the New Hartford Police arrested Lee C. Dow Jr., 43 of Utica following a three-month investigation.  According to Patrolman Andrew Allen, a complaint was filed with the New Hartford Police Department in July 2009 regarding a possible driveway repair scam.  In the complaint, the victim reports being solicited by a D + L Paving Company located in Schuyler, NY, in regards to repairing her driveway.  The elderly victim agreed on a price and paid the representative several thousand dollars in advance for the repairs.

Following issuance of the payment, the representative left and never returned to complete the agreed upon work.  While investigating this incident, it was discovered that a similar incident at a separate location was reported to the New Hartford Police Department in June 2009 also involving an elderly victim.  Subsequent to investigation, Dow was developed as a Suspect in both incidents.  An Arrest Warrant was issued for Dow in September 2009 and with the assistance of the US Marshals NY/NJ Regional Fugitive Task Force, the New Hartford Police were able to locate Dow and take him into custody.  He was arraigned in the Town of New Hartford Court on charges of Grand larceny in the Third Degree and Scheme to Defraud in the First Degree, both Felonies, and released after posting cash bail.  Dow is scheduled to re-appear in the Town of New Hartford Court at a later date.
