Chief Philo Recognized by Police Commission 

The New Hartford Police Commission has established the “Raymond L. Philo Award of Excellence” as a way to recognize officers in the department for Exemplary service. The Police Commission modeled the criteria for receiving the award after Chief Philo stating “he exhibits the qualities we wish all officers to display”.

At the award ceremony held last evening in Butler Hall, the Commissioner’s surprised the Chief with the presentation. Gathered in the Community room were friends, family and the entire Police Department. Deputy Supervisor Dave Reynolds; Councilman Rich Woodland; Village Mayor Don Ryan; Senator Joe Griffo; Claudia Tenney, Chief of Staff for Assemblyman Townsend; County Comptroller Joe Timpano; Chief Dan English, Kirkland PD; Deputy Chief Pat Benzo, UPD; and Oneida County D.A. Scott McNamara also attended the ceremony. Ms. Tenney presented a Citation from the NYS Assembly echoing the sentiments of the Police Commission. Supervisor Reed and Councilman Payne were out of Town and unable to attend.

During the ceremony, Commissioner John Shaw, who acted as Master of Ceremony, described the planning and implementation of this award. The Commission has wanted to create a way to recognize department members for some time. Chairman of the Commission James Spellman reiterated the desire of the board to recognize the Chief in a fitting and continuing manner. In establishing criteria, the Commission chose “Professionalism”, “Humility”, “Integrity”, “Leadership” and “Open Mindedness” as characteristics they would look for in a recipient. The “PHILO” award, as it was affectionately dubbed, will serve as a perpetual acknowledgement of the service and dedication Chief Philo has given to his department and the community. This award, to be given annually, will “set the bar” to which officers will strive to achieve Commissioner Shaw said.

The Police Commission also includes Commissioners Patrick Cardinale, Janet Hughes and Kevin Copeland.
